Example 1: Department of State – INL Financial Forensic Accounting and Investigative/Analysis Training Development & Delivery, Mentoring and Assistance
Under this contract with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), 5 Stones Intelligence served as the prime service provider delivering comprehensive financial forensic investigative training to the Royal Bahamian Police Force (RBPF), the Bahamas Financial Intelligence Unit (FIU), and the Office of the Director of Public Prosecutions (DPP). The investigators, analysts, and prosecutors attending the training are tasked with identifying, investigating, and prosecuting complex financial crimes — including money laundering, anti-corruption matters, and violations of the Bahamas Proceeds of Crimes Act (POCA) — many of which are international in scope. Over the course of two three-year contracts, 5Si designed and delivered a rigorous program encompassing almost 50 weeks of training divided into three integrated components: classroom instruction, field mentoring, and hands-on case development. In this role 5 Stones subject matter experts provide guidance and recommendations regarding ongoing RBPF investigative and prosecutorial efforts.

Example 2: IRS-CI Special Agent Instructor Support Services (SAISS)
5 Stones Intelligence was selected by the Internal Revenue Service – Criminal Investigation (IRS-CI), widely recognized as the premier financial investigations agency in the United States, to lead and deliver the Special Agent Instructor Support Services (SAISS) contract. This highly competitive selection reflects the exceptional level of trust the IRS-CI places in 5Si’s expertise, operational depth, and ability to staff elite-level training personnel at scale. Under this contract, all positions are filled by former IRS-CI Special Agents with outstanding careers in law enforcement and deep expertise in financial and forfeiture-related investigations. Contract personnel are distributed across approximately 20 IRS-CI Field Offices throughout the country. Contract personnel also work at IRS-CI’s National Criminal Investigation Training Academy (NCITA) located at the Federal Law Enforcement Training Center in Glynco, Georgia, and in other critical programmatic areas. The scope of skill sets cultivated through this contract includes complex financial records analysis, interviewing, surveillance, undercover activities, forfeiture matters, cybercrime investigations, forensic accounting, MLAT and FIU requests, link analysis, case presentation, and trial preparation. The SAISS contract exemplifies 5Si’s capability to recruit, onboard, manage, and deploy high-caliber law enforcement training professionals who elevate the investigative excellence of the nation’s leading financial crimes agency.
