Mr. Matthew Germanowski, Director

Mr. Germanowski serves as a Director for 5 Stones intelligence. Currently Mr. Germanowski oversees the Investigative efforts of 5 Stones in support of the United States Congress and several congressional committees.  Additionally, Mr. Germanowski assists in the oversight and in support of the Internal Revenue Service, Criminal Investigation (IRS-CI) Special Agent Instructor Support Services (SAISS) contract, as well as serves as an assistant Project Manager on the Department of State – Bureau of International Narcotics and Law Enforcement Affairs International Training and Mentoring Program.  5Si was selected, as the Prime Contractor, by the US Department of State (DOS) to conduct international training for vetted foreign nationals involving highly sensitive investigations of foreign political corruption, which impacted US diplomatic relations and the safety and security of the US.

Mr. Germanowski retired from the Drug Enforcement Administration (DEA) after serving with distinction for 30 years. During his 30-year career Mr. Germanowski served in a variety of domestic leadership positions throughout the United States as well as key classified positions within the DEA’s Special Operations Division (SOD), the DEA’s Office of Professional Responsibility and at the Department of Justice Training Center located in Quantico, Virginia.

For the last 10 years of his career, Mr. Germanowski served in critical positions within the DEA’s discipline system with the responsibility of overseeing the DEA’s Disciplinary Process. As the Deputy Chairman of the Board of Professional Conduct and most recently as The Senior Deciding Official for DEA, Mr. Germanowski served as the final adjudicator on behalf of the agency for all internal affairs investigations with specified charges of administrative misconduct against DEA employees worldwide.  Mr. Germanowski was the sole representative for the DEA in all Merit System Protection Board and Equal Employment Opportunity hearings as well as the subject matter expert for Congressional or Department of Justice inquiries.

Mr. Germanowski also brings a wealth of investigative experience to 5 Stones, having served as a Senior Staff Coordinator at the DEA’s SOD overseeing the DEA’s most sensitive and classified narco-terrorism and narco-money laundering operations. These operations required extensive coordination within the international intelligence communities, foreign and US law enforcement agencies and prosecuting authorities in the US and abroad. These operations were conducted at the highest levels of the US government and required Mr. Germanowski to brief then Attorney General Eric Holder on multiple occasions.

During Mr. Germanowski’ tenure at the Department of Justice Training Center, he designed and instructed courses on; Undercover Operations, Undercover Techniques, Money Laundering Operations, Domestic and International Organized Crime Operations and Physiological Responses to Trauma During Enforcement Operations.  Mr. Germanowski accumulated in excess of 3,100 hours of instruction and had the honor of speaking before such distinguished groups as; The FBI National Academy, The National Association of Chiefs of Police, and The National Sheriff’s Association, to name a few. Mr. Germanowski also has extensive international training experience having taught to US law enforcement Counterparts in Russia, Thailand, The Dominican Republic, The Bahamas, Mexico, England, Panama, Pakistan, Afghanistan and Turkey.

Mr. Germanowski, who is a committed Christian that has mentored young adults aspiring to government service, has been awarded the International Narcotics Community Outstanding Investigator award, The Attorney General’s Distinguished Service Award, and multiple DEA Administrator Awards for group and individual achievement.  He is considered a Subject Matter Expert (SME) in Undercover Operations, Organized Crime, the distribution of 3,4-Methylenedioxymethamphetamine (MDMA; ecstasy), and internal investigations and compliance protocols.  Mr. Germanowski holds a TS/SCI clearance.
